Award based rules

Rules have been added into the award system to allow rules to be set at the award, employment type, pay group, interpretation period and roles within pay groups.
The award rule system can be used for various reasons but a common use case is to set a different minimum shift length or maximum shift length for different employment types so they automatically apply based on the users pay group instead of manually overriding on a per-user basis. Another use case is to apply a different minimum time between shift value for specific roles (e.g. sleepover) for different pay groups based on per user/employee agreements.
